During 2010 and the beginning of 2011, the New York State Education Department, under then Education Commissioner David Steiner finalized education policy that dictated deep and drastic cuts to New York State assessments at the end of grade 8 (Second Language Proficiency Exam) and Comprehensive Regents Examinations in French, Spanish and Italian.
